How We Work

Dr. James D. Madia is a critical infrastructure consultant to government agencies, private-sector companies, and non-governmental organizations. For the past 10 years, James has been consulting with clients on emergency management, security operations, operational continuity, emergency response exercises, intelligence operations, special event planning, and enterprise resilience architecture.

James is a senior energy sector management professional with 40 years of experience in various aspects of the emergency response community. He served at a large investor-owned electric utility for 12 years. In this capacity, James managed infrastructure protection, regulatory compliance, emergency response, and risk mitigation. His work in the energy sector has provided extensive experience in emergency response exercises, wildfire response, active shooter training, WMD, extreme weather events, large-scale public events, cyberattacks, and physical attacks on critical assets and facilities. James has coordinated real-world emergency response efforts and has been activated to over 50 critical incidents.

James retired from the Inglewood Police Department in 2014 at the rank of Captain, serving as a command-level executive. During his 29-year law enforcement career, James served in executive and senior management roles directing homeland security, emergency response, critical infrastructure protection, special operations, scientific services, and as the director of the city's emergency operations center. James is a subject-matter expert in homeland security, including critical incident response, infrastructure protection, and emergency management. He was responsible for planning over 100 exercises, including Operation Talavera—a simulated WMD incident—and Operation Golden Guardian—an earthquake simulation—that included joint military operations with the Regional Operation Center at the Joint Forces Training Base in Los Alamitos, CA. James was the incident commander for over 50 real-world critical incidents and large-scale events, including the transport operation of the Space Shuttle Endeavour from the Los Angeles International Airport to the California Science Center.

James has worked with Sam Houston State University and other academic institutions to provide subject-matter advisory assistance, course instruction, and curricula development on emergency management, energy security, chemical sector resilience, intelligence, and irregular warfare strategies.

James holds a Doctor of Policy, Planning & Development degree from the University of Southern California and a Master of Arts in Security Studies from the United States Naval Postgraduate School, Center for Homeland Defense and Security. He holds executive certificates from the California Institute of Technology (Caltech) and the National Counter-Terrorism Academy.
